Paradise City has 11 parking garages, all of which are located in Palm Bay Heights, Downtown Paradise and Harbor Town and are therefore no parking garages in Silver Lake and White Mountain. Most people will probably find them by exploring the city but if anyone is having trouble locating a parking garage the below map can be of help. On top of these car parks there are one or more ramps, some of which provide access to areas that you couldn't get to without a ramp. When you have found all 11 parking garages you will be awarded the "Paid and Displayed" achievement for 20 gamerpoints. You can find hidden Smashes, billboards and superjumps from the car parks. Useful to find if you are struggling to find all 400 Smashes, all 120 billboards and 50 superjumps.
